Yes the C14 seat will fit the ZX14.
Simply change the brackets on the seats.

Shipping wouldn't be a problem if you're willing to send it via USPS Priority Mail. I'm stationed over here and have an Army Post Office (APO) address. Sending to this address is like sending to an address in the US. Same cost and no customs issues. I sold a seat recently to someone in the US and it cost about $23 (with $400 insurance) to send it via USPS Priority Mail.
